In 2009 alone, a large number of government officials from Guizhou, Fujiang, Zhejiang and Sichuan all applied the same legal tactics to defend their own child rape cases. Four government and Chinese Communist Party (CCP) officials, who gang-raped a 12-year-old schoolgirl in a small town in Shaanxi province in October 2011, have been charged with ‘prostituting an underage girl’. The local police have claimed that as the defendants had sexual intercourse with the girl in both September and early October respectively, the act does not fall under the definition of ‘gang-rape’. In China, the penalty for child rape ranges between ten years imprisonment to the death sentence, while underage prostitution is punished by just three to ten years’ imprisonment and in some cases having sex with underage girls is not considered a crime. Since 2008, People’s Representatives have been calling for the replacement of the criminal law on underage prostitution with child rape. Earlier this year, representatives from the All China Women Federation put forward a joint-signature campaign during the People’s Congress. However, their appeal has not been taken seriously. Those who are against the law amendment have not even responded publicly to the issue.

Malawi Police arrested seven women in the lake-shore northern district of Nkhata Bay for performing genital mutilation on two young girls and they are facing prosecution. The women are reported to have sliced the vaginas of two girls aged 15 and 16 with a brand new razor blade with the aim of preventing them from prostitution. Nkhatabay police spokesperson Martin Bwanali confirmed, saying one of the suspect is a mother to one of the girls. Police said the seven women are answering charges of unlawful wounding contrary to section 421(a) of the penal code and attracts a maximum seven years sentence. “One of them suffered a wound measuring 4.5-5cm long and 0.4cm deep,” the police spokesman said. Police said after performing clitoris removal, they dumped the young girls outside the bar and leaving them in pain until some wishers who were shocked with the incident took the girls to hospital. The torturous procedure is said to have been done at one of the rooms near the bar.

This is my father Justice D.F Mwaungulu giving Bingu tips on the subject of the Cabinet and Gay Laws. He suggests that if Bingu removes all of his cabinet members, his perspective on what around him might change hence will be able find resonance with his country. He also exceeds his advise to the homosexuality. This on the other hand despite the fact that many people in the country practice it, this homosexuality is against the law. And prison is gauranteed to those know to be practising it. With this Justice D.F Mwaungulu states that “The sodomy law is not a gay law. It is a criminal law and common law crime based on that sodomy, annal sex, is an unnatural offence like bestiality. All of us would be very reprehensible when a man has sex with a cow! But sodomy, unfortunately is possible even if you are not gay,” he writes.
